Statement of Purpose
This policy delegates the authority of the University of Nevada, Las Vegas (51³Ô¹ÏºÚÁÏ) to regulate parking to the Parking and Transportation Services Department.
Policy
Parking on 51³Ô¹ÏºÚÁÏ’s property is a privilege granted by the university, not an inherent right of any student, faculty, employee, or visitor and can be revoked consistent with the Parking and Transportation Services Department Rules and Procedures.
Parking and Transportation Services establishes, maintains, and enforces rules and procedures that regulate parking on all of 51³Ô¹ÏºÚÁÏ’s campuses. They can be found in the Transportation Services Department Rules and Procedures.
Authority
Nevada Revised Statutes grant authority to the Nevada System of Higher Education (NSHE and the System) Board of Regents (BOR) to govern traffic on the NSHE’s property and state that the regulations have the force and effect of law.[1] In addition, the Nevada Revised Statutes grant authority to the NSHE Board of Regents to prescribe rules for the government of the System.[2] The BOR Handbook grants authority to the president of each institution to establish, approve, and enforce parking and traffic regulations that govern the movement, operation, and parking of motor vehicles on property under the jurisdiction of the institution.[3]
Campus enforcement of parking rules and regulations is managed by the Parking and Transportation Services Department. University Police Services assists Parking and Transportation Services with enforcement as needed. University Police Services has the additional duty of enforcing federal, state, and county laws on 51³Ô¹ÏºÚÁÏ properties, in accordance with the provisions of the Nevada Revised Statutes.4
Entities Affected by This Policy
Entities that are affected by this policy include students, faculty, employees, and visitors. Anyone using the facilities of the university is required to conform to the parking regulations.
