Statement of Purpose

The purpose of this policy is to protect the university by:

  • Coordinating the development, compatibility, and growth of the university’s application environment;
  • Utilizing limited university resources responsible for application administration strategically; and
  • Ensuring applications meet university security requirements.

To accomplish this, the policy requires a formal approval process for the procurement and implementation of applications.

Entities Affected by this Policy

Entities affected by this policy include individuals planning to develop or procure an application or hire a supplier to assist in the development of an application.

Who Should Read this Policy

Individuals planning to re-platform, develop, or procure an application or hire a supplier to assist in the development of an application should read this policy.

Policy

Any campus constituent or unit planning to develop or procure an application or hire a supplier to assist in the development or procurement of an application must seek formal approval from the Application Procurement and Implementation Approval Committee to proceed if the application falls into any of the following criteria:

  • Interacts in any way with a 51³Ô¹ÏºÚÁÏ enterprise system;
  • Accesses or collects data protected by federal or state laws/regulations or NSHE/51³Ô¹ÏºÚÁÏ regulations or policies;
  • Requires infrastructure services managed by 51³Ô¹ÏºÚÁÏ; or
  • Will be branded as a 51³Ô¹ÏºÚÁÏ product which must be done to adhere to both 51³Ô¹ÏºÚÁÏ graphic identity standards and in accordance with the 51³Ô¹ÏºÚÁÏ Licensing Program

All applications must comply with 51³Ô¹ÏºÚÁÏ security and accessibility policies and procedures.

Definitions

Application(s)

Any computer program or software package designed to perform a specific function directly for an end user or, in some cases, for another computer program or software package.

Enterprise System

A large-scale application software package that supports business processes, information flows, reporting, and data analytics in complex organizations. Examples at 51³Ô¹ÏºÚÁÏ include but are not limited to: student information system, human resources system, finance system, course management system, identity management system, space management system, data warehouse, etc.

Infrastructure Services

Information technology services include but are not limited to the network, hardware, software, database, or cloud systems.

Re-Platform

To replace the computing infrastructure services on which an application is built while requiring little to no changes to the application code or its integrated systems.
