Many sponsoring agencies offer grants, summer stipends, awards and fellowships that limit the number of proposals that can be submitted from a single institution. An internal selection process has been established by the Office of Sponsored Programs (OSP), within the Division of Research to assist with limited submission opportunities. OSP seeks to provide an open and timely process for announcing and coordinating institutional review and to make the process fair and transparent.

OSP Weekly

The Office of Sponsored Programs office makes every effort to identify limited submission opportunities and provide information on limited submissions in a timely manner through the OSP Weekly. If not already subscribed, .

Forward Announcement

If a researcher learns of a limited submission opportunity that is not in the limited submission opportunities list, please forward the announcement to althea.sheets@unlv.edu to be announced in the next OSP Weekly.

Exception

If there are fewer than 30 working days until the sponsor deadline the proposals will be submitted on a first-come, first-served basis. If any proposals come in after 51³Ô¹ÏºÚÁÏ has reached its maximum number of submissions, those proposals will not be submitted.

Internal Competition Process

Notice of Intent

  1. Researchers should review the announcement carefully to ensure eligibility.
  2. Researchers must complete a Notice of Intent (NOI) form via the . Information needed: PI information, Co-PI information, and project title.
  3. At least two weeks will be given to complete a NOI form.
  4. No late submissions will be considered.
  5. Researchers will receive an auto-generated NOI receipt notification.
  6. If NOI(s) received are less than the maximum number of proposals permitted by the sponsor, OSP will send a 2nd NOI request. This 2nd request will remain open for 72 hours. After 72 hours, if there are any open NOI spots, they will be selected on a first-come, first-serve basis.

Pre-Proposal

OSP will coordinate an internal pre-proposal process for NOIs that exceed the maximum number of proposals permitted by the sponsor.

  1. Researchers will be notified by email if a pre-proposal process is necessary.
  2. To help guide pre-proposal preparation, researchers are given the rating criteria the review committee will use to rate their pre-proposal. The criteria are not generic but based on the specific requirements indicated in the sponsor announcement or solicitation.
  3. If still interested, researchers should submit a Pre-Proposal directly via the . Pre-proposal submission will include: Lead PI and Co-PI(s) names(s), departments(s) and contact information; project title; project narrative (2 to 4 pages); and budget overview and narrative.
  4. At least two weeks will be given to submit a pre-proposal.
  5. No late submissions will be considered.
  6. Researchers will receive an auto-generated pre-proposal receipt notification.

Submission Requirements

It's essential for Principal Investigators (PIs) and their teams to understand the importance of adhering to submission requirements for limited submission opportunities. Once awarded a submission slot, they are expected to move forward with the application process. If they choose to forgo the opportunity, they must notify the Office of Sponsored Programs within five working days to allow others the chance to move forward. Failure to submit or communicate this decision may result in disqualification from future limited submission competitions, emphasizing the responsibility that comes with such opportunities.

Exception

Occasionally OSP will organize different pre-proposal guidelines for high-profile opportunities, such as center grants or other broad-impact programs. In such instances, OSP will notify PIs of the modified guidelines in the OSP Weekly. A limited submission where a 51³Ô¹ÏºÚÁÏ PI received funding through this program previously will be offered the opportunity to submit a proposal for follow-on funding. If the PI chooses to submit for follow-on funding, this limited submission will not be announced through the Internal Competition Process. For recurring limited submissions, 51³Ô¹ÏºÚÁÏ PIs who submitted proposals in the immediately previous round and received reviewers comments to resubmit and did not receive funding will be allowed to resubmit in the next round without going through the 51³Ô¹ÏºÚÁÏ OSP Internal Competition Process. The 51³Ô¹ÏºÚÁÏ PI must notify OSP of their intention to resubmit.  Your spot is not guaranteed unless you inform OSP prior to releasing the new Limited Submission. If OSP is not informed and the internal competition was completed and selection made your spot is forfeited.

Process for Private Funders

For limited submission opportunities to foundations and corporate sponsors, the process will be similar to that for grants; however the review will be coordinated by the .

Review and Selection Process

  1. Pre-proposals are reviewed by a panel of peers comprised of 51³Ô¹ÏºÚÁÏ researchers.
  2. At least two if not three reviews for every proposal submitted is performed.
  3. At least two weeks will be given to the reviewers to rate the pre-proposals.
  4. Committee members will rate the proposals using a weighted scale of the review criteria which is relevant to each individual funding opportunity.
  5. Committee members will provide a short summary of constructive comments that will be shared with the PI to help develop future proposals.
  6. Committee members will recuse themselves from discussion of any proposal where they are listed as a participant or have any other potential conflict of interest.
  7. The review committee selects which proposal(s) best meet the sponsor’s criteria, and which best align with the mission of the department, college, and university.
  8. The goal of the review committee's effort will be to identify the most meritorious proposal(s) to send from the university to the sponsor

Exception

Limited submission notice of intents that have shortened sponsor deadlines focused on institutional initiatives and/or interdisciplinary teams will be reviewed by an ad hoc committee of the AVPR and VPR and will not go to the pre-proposal process. An example of a shortened deadline is less than 45 days from posting the request for NOI to the sponsor submission deadline.

Notification Process

  1. PIs and the OSP Pre Award Research Administrator will be notified immediately of the committee’s decisions in ample time to develop a strong proposal before sponsor deadline.
  2. Reviewers’ summary feedback is provided as guidance for both successful and unsuccessful applications or proposals.

Proposal Preparation

  1. Selected PI must submit a completed and signed internal proposal routing form as soon as possible, but no later than seven (7) business days prior to sponsor deadline.
  2. Selected PI must submit a strong final proposal (all components) to their OSP Pre Award Research Administrator no later than five (5) business days prior to sponsor deadline.
